As you might guess, this is actually a double exposure. You can see that one aircraft landed (bright lights) and another took off (dimmer lights) while the shutter was open. A closer look at the landing aircraft's light trails reveals where flaps were probably extended, causing the airplane to rise, and where it joined the glidepath.
